Background

The first ever FIFA World Cup Finals was awarded to Uruguay.

Before the FIFA Congress could vote on the first-ever World Cup host, a series of withdrawals led to the election of Uruguay; The Netherlands and Hungary withdrew; this was followed by Sweden withdrawing in favour of Italy; then both Italy and Spain withdrew, in favour of the only remaining candidate Uruguay. The 18th FIFA Congress met in Barcelona, Spain on 17-18 May 1929 to ratify the decision, and Uruguay was chosen without any need of a vote.

The Draw

The thirteen teams were drawn into four groups, with the first group containing four teams, and the others containing only three.  Each group played each other once, with two points awarded for a win and one point for a draw. The four group winners then progressed to the knockout semi-final stage.

Uruguay, Argentina, Brazil and the United States were seeded, and were kept apart in the draw, which took place in Montevideo once all the teams arrived.

 

England

In an attempt to receive some participation from the European sector, the Uruguayan Football Association sent a letter of invitation to the Football Association, even though they were not members of FIFA at the time. This was rejected by the FA Committee on 18 November 1929.

 


The Draw

The four teams that qualified for the semi-finals were Argentina, Uruguay, United States and Yugoslavia. A draw took place in July 23 to decide the semi-final meetings.  Hosts Uruguay were drawn to play Yugoslavia.  Argentina and the United States would contest the other semi-final.
