From 1st
January, 1998, players whose seventeenth birthday fell in the same
calendar year as the final tournament of the UEFA Under-16
Championship, were additionally able to compete in that year's
competition (including in the qualification matches played in the
previous year). Prior to this, players reaching seventeen years of
age from 1st August of the previous year (i.e. the beginning of
the qualifying competition) were not eligible to take part at all
in the competition. It was not until the 2001-02 season that it
was renamed as the UEFA Under-17 Championship with the same age
rules as had been in place throughout the last four editions of
the UEFA Under-16 Championship. Consequently, from the season when
this ruling was introduced, we have re-categorized England's games
as
Under-17 level. It would
be wrong to make the change at the point when it was only the name
of the UEFA competition that was changed. It was the beginning of
the 1997-98 season when the England Under-16 team aligned to (what
was to eventually become) the UEFA rule for Under-17 eligibility.
Only by doing this can we make a fair distinction between players
that represented England at Under-16 and their Under-17
equivalents. The remainder of this list is the continuation of games that
did not include players reaching the age of seventeen during that
season i.e. the rule that had been applied prior to the 1997-98
season. |

At the end of the 1997-98 season, the English Schools Football
Association (ESFA) disbanded their Under-15 team that had been
their responsibility since 1907. The Football Association
announced the impending closure of its National School at
Lilleshall, to be replaced by a club academy system, but
continued to run its Under-16 team, despite UEFA's move towards
converting the Under-16 Championship into one for Under-17
players. Perhaps to avoid confusion, in the four-year period
(1997-2001), where Under-17 players were labelled as Under-16 by
UEFA, the FA labelled their other youth internationals that they
would normally have called Under-16, as Under-15
internationals. From the 1998-99 season, this included the Victory
Shield, where for the first time, England fielded players who were
in a higher school year than the players of the other home
nations, who were still in under-15 teams. In effect, it probably
added to the confusion, certainly when it came to compiling the
details for yearbooks which had gotten into the habit of lumping
all of these games under the umbrella term of
youth internationals
and were thus unsure of the distinction between Under-15, Under-16
and Under-17. As there was also a lack of priority given to the
reporting of these games, incorrect labels were common. The same
situation occurred during the transformation between Under-18 and
Under-19 teams at the same time. We have attempted to categorise
games according to the age of the players, not the title of the
competition, or the label given to it by the Football Association
at the time. |
