The annual meeting of the Board was held in Belfast on Saturday, 1st June 1889. The delegates present being messrs. Crump and Gregson (England), Campbell and Park (Scotland), Trainer (Wales), Bradshaw and Reid (Ireland). Mr Bradshaw presided.
The minutes of the last meeting were read and passed. Mr Campbell moving and Mr Crump seconding.

Re: Law 5. Mr Gregson moved and Mr Park seconded, that the following part of the present law be adopted "When the ball is in touch a player of the opposite side to that which kicked it shall throw if from the point on the boundary line where it left the ground".  Mr Gregson moved that the latter part be altered as follows, Mr Campbell seconding "That the thrower [leaving] the field of play shall throw the ball over his head with both hands in any direction and it shall be in play when thrown in".

Mr Campbell moved and Mr Gregson seconded that the thrower shall not play until the ball has been played by another player.

Mr Crump proposed and Mr Gregson seconded "That at the commencement of the game, the weight of the ball in International matches be from 13 to 15 ounces."

Mr Crump moved that English Association rule 21 shall be added to Law 12 viz. "It shall be the duty of the referee to decide in all cases in which the umpires do not agree on or which one umpire does not give a decision. He shall also keep a record of the game and act as timekeeper and in the event of ungentlemanly behaviour on the part of any of the contestants, the offender or offenders shall, in the presence of the umpires, be cautioned and if the offence is repeated, or in the case of violent conduct without any previous caution, the referee shall have power to rule the offending player or players out of play and to transmit the name or names of such player or players to the Council of their (National) Associations and whom shall be solely vested the right of accepting an apology. The referee shall have power to stop the game whenever he by reason of darkness, interference of spectators or other cause he shall think fit and he shall report the same to the Associations, who shall have full power to deal with the matter. Any undue interference by an umpire shall be reported by the referee to the National Association to which the umpire belongs who shall deal with the matter in such manner as they deem necessary.  The referee shall have power to award a free-kick without any appeal in any case where he thinks the conduct of a player is dangerous or likely to prove dangerous but not sufficiently so as to justify him putting in force the greater powers vested in him as above".
The addition was approved unanimously.

The proceedings are to be printed, approved and signed by each member of the Board.
