UEFA disqualified the England team from eligibility for the
Fair Play Award because of the behaviour--outside the stadium--of the hooligan
element that continues to follow the team abroad. That ruling apparently
was based on UEFA officials' judgment that neither the U.K. government nor the
Football Association had acted adequately to prevent or limit hooligan presence
at the tournament.

Rankings beyond
those determined by the final match are unofficial and based
on, in order, stage of the competition reached, points earned, goal difference
and number of goals scored.
That England, for the first time
in a major competition since the 1966 World Cup, finished ahead of old rivals Germany, who went from champions in 1996 to
second from the bottom in 2000, furnished little compensation for the team's
dreadful performance.
The champions of 1992, Denmark, finished
dead last at Euro 2000, and the champions of 1996, Germany, finished second
from bottom.
