Meeting of International Football
Association Board held at the Alexandra Hotel, 148 Bath Street,
Glasgow on Monday 17 June 1895 at 1pm.
Present - Messrs. R.F. Harrison (Presiding) and W. Crichton
(Scotland). C. Crump and R.P. Gregson (England). J. Taylor and W.
Pattison (Wales) and J. Reid (Ireland). J.K. McDowell, Secretary of
S.F.A. acted as Secretary at the meeting.
The minutes of last meeting of 18 June 1894 as printed and
posted in Minute Book were taken as read.
The following proposals all submitted by the
Football Association were dealt with as under, viz:- Law 5.
Proposed Alteration. Law 5—That it be provided that
the player. when throwing the ball, must be standing on the
touch-line, and must not be allowed a run.
The foregoing was unanimously agreed to and the Law was
altered to read as follows, viz:- "When the ball is in touch, a
player of the opposite side of that which played it out shall throw it
in from the point on the boundary line where it left the ground. The
player throwing the ball must stand on the touch line, facing the
field of play and shall throw the ball in over his head with both
hands in any direction, and it shall be in play when thrown in. The
thrower shall not play until the ball has been played by another
player".
Law 6. The proposal of the Football Association to provide
that the kick off shall be from the opponents' goal was withdrawn
after discussion, and as the Law stands no player is offside when the
ball is kicked off from either goal. The second and third proposals
were carried and the Law will now read; "When a player plays the
ball, or throws it in from touch, any one of the same side, who at
such moment of playing or throwing is nearer to the opponents goal
line is out of play, and may not touch the ball himself, or in any way
whatever prevent any other player rom doing so, where the ball has
been played, unless there are at such moment of playing or throwing at
least three of his opponents nearer their own goal line, but no player
is out of play in the case of a corner-kick, or when the ball is
kicked off from goal, or when it has been last played by an opponent."
Law 6—That it be made clear that the kick-off mentioned in last
line but one is from the opponents' goal.
Law 6. The following were approved of, viz;
Law 6—Substitute "plays" for "kicks" in line 1. Law 6—Substitute
"playing" for "kicking" in lines 3 and 9.
The [alteration] was negatined by 5 votes to 2.
Law 7—That the word "within" before "six yards of the
goal-post," and before "one yard of the nearest flag-post," be
substituted by the words "from a point not exceeding."
Law 9. The proposed alteration was not carried.
Law 10. The undernoted was defined as follows, viz:-
Law 10—That the Board be asked to define more clearly what is
meant by the words "in the act of playing the ball."
"In the act of playing the ball means actual contact with the
ball".
It was agreed to make the above definition a foot note to Rule
10.
Law 12. The words "without any appeal" in italics in last
sentence to be deleted and this sentence to read:- "The referee
shall have power to award a free-kick in any case where he thinks that
the conduct of a player is dangerous, or likely to prove dangerous,
but not sufficiently so as to justify him in putting in force the
greater powers vested in him as above".
It is recommended that in order to simplify the working of
this Law, the National Associations delegate their authority to the
local affiliated Associations in respect of offences in which occur in
the Cup Ties of the affiliated Associations, or in other minor matches
where the [clubs] are under the jurisdiction of the same affiliated
Association. Each National Association to have unity to issue a
circular authorising Referee's to report direct to the local
affiliated Association in such cases. This circular to provide that
the Local Association must report the circumstances of the case and
penalty imposed to the [appropriate] Association without loss of
time".
Law 14 to read:- "In the event of a supposed infringement
of the laws, the ball shall be in play until a decision has been
given".
The question of making some provision for the displacement of
the goal-bar was discussed, but in the absence of a definite proposal,
no decision was arrived at.
It was decided that the term "place-kick" must be [unaltered]
until a definite proposal is made.
Law 13. The Board discussed the opinion that no alteration
is required to the conditions under which the penalty-kick shall be
imposed.
It was decided that the term "the ball must be at least rolled
over", means that the ball must make a complete circuit, or travel the
distance of its circumference.
A circular to Associations and
clubs to be drawn up and signed by the Secretaries of the four
National Associations, clearly describing the agreements that have
been on * into respecting the signing of form by professional players
in one National Association for clubs of another National Association.
The following decisions were arrived at as regards
International matches:- The qualification of players shall be
birth. In case of a British subject being born abroad, their
nationality shall be decided by the nationality of their fathers.
That goal nets must be used. Having regard to the difficulties of
the Irish Association, the question of fixing the dimensions of the
ground, was deferred until the next meeting of the Board.
On the motion of Mr Crump, seconded by Mr Taylor a vote of
thanks and the Chairman terminated the proceedings at 4pm.
