		  At a meeting of the International Football Board held at 
		  Glasgow on 17th June last, it was decided that a joint circular should 
		  be issued by the four National Associations, describing the 
		  undertakings which have been entered into with regard to the signing 
		  of forms by professional players in one National Association. These 
		  agreements are as follows:- 
		  
		  (1) The registration of players by either of the National 
		  Associations shall be binding in the other National Associations. 
		  (2) Reinstatement and transfer shall be made only by the Associations 
		  with whom the player is registered. (3) Having regard to the fact 
		  that the season does not close till 31st May in Scotland and Ireland, 
		  it is not a breach of rule for an English or Welsh club to register a 
		  player in Scotland or Ireland during the month of May ; and a player 
		  so registered shall be allowed to complete his engagement in Scotland 
		  or Ireland, notwithstanding the close season commences on 1st May in 
		  England and Wales. 
		  
		  Associations and clubs are requested to publish these 
		  arrangements as clearly and fully as is possible. 
		  
		  It should also be made known that each National Association 
		  will recognise suspension of clubs and players by the other National 
		  Associations.
