The International Football Association Board met in St.
Enoch's Station Hotel, Glasgow on Monday, 19th June 1899 at 10am.
Present - Mr. John H. McLaughlin (Scotland) presiding.
Meesrs. C. Crump and R. P. Gregson (England). J. Davies and J.G.
Thomas (Wales). J. Reid and D. Foy (Ireland) and A. R. Kirkwood
(Scotland) acted as Secretary. J McDowell, Secretary of the
S.F.A. was in attendance.
Minutes - The minutes of the International Board meeting of
20th June 1898 were on the motion of Mr. Gregson, held as much and
adopted.
"Legal Disputes" = The following proposals by Mr. Reid and
seconded by Mr. Gregson was agreed to viz:- "It having been reported
that the Irish F.A. had adopted the recommendation of the
International Board regarding legal disputes between clubs and
players, the representatives of the other National Associations be
requested to bring the question before their Associations with a view
to having the recommendation inserted in their rules."
The undernoted moved by Mr McLaughlin and seconded by Mr
Thomas was negatined on the motion of Mr Foy, seconded by Mr Crump,
viz:-

14.—Delete "any point 12
yards from the goal line," and insert "the
12 yards line opposite to where the infringement took place."
Mr McLaughlin submitted and Mr Kirkwood supported the
aftermentioned viz:-
INTERNATIONAL BOARD RULES.
Date of meeting - RULE
4 of the International Football Association Board to read "1st
Monday" instead of "3rd Monday."
but again the previous question proposed by Mr Gregson and
seconded by Mr Foy became the finding of the meeting.
The understated proposed by Mr. Thomas, found no seconder, viz:-
RESOLUTIONS.
By FOOTBALL ASSOCIATION OF WALES.
Neutral Linesmen -
(1.) "That neutral Linesmen
officiate in all International Matches."
Messrs. Thomas and McLaughlin sponsored the following, viz:-
International players
- (2.) "That each National
Association—for Trial and International Matches—have the
right to the services of any player or players who may be playing for
any Club or Clubs under the jurisdiction of any other National
Association."
IF NO. 2
BE CARRIED, TO ADD—
(3) "That such player and the Club
to which he belongs, for refusing or neglecting to comply with the
request for such player's services, be liable to be dealt with for
misconduct by the Association requiring his services," or as the Board
shall determine.
The exact wording of the above motions is not to bind the Board,
except to the objects aimed at ; in other words, the Board to be
empowered by virtue of this notice to consider and determine the
principles involved without being bound to its exact terms.
but this was dropped in favor of the following recommendation
which was passed, viz:- "That the International Board unanimously
recommends that the respective Associations use their influence with
clubs to ensure to other National Associations the services of players
in International matches."
18 yards line -
Having read to bring the marking of the 18 yards line ( which
was brought forward by the Irish Association in 1898 ) before the next
meeting of the board.
Greenlees case -
Mr McLaughlin stated he had been instructed by his Committee
and bring the subject of D[on] Greenlees, who had signed for
Southampton, and was refused permission to finish his engagement with
St. Mirren, contrary to the agreement come to by the Board in 1894,
before the meeting, but it was decided that it did not come under the
Boards jurisdiction.
International Board agreements
- Having agreed that all the
International Board agreements be culled from the minutes, printed and
sent to the Association Secretaries and be distributed to their clubs.
Mr Crump was asked to undertake the task.

On the motion of Mr. Crump, seconded by Mr. Foy, the chairman
and The Scottish Association were thanked for their kindness.
