Because of the Iraq War, the championship was pushed back to the following season, when many of the more senior players that would have been selected had progressed into the England Under-21 squad and several were withdrawn by their clubs. James Milner was given the number-eleven squad number, but four days before the opening game, his club, Leeds United recalled him, leaving England with only 19 largely-inexperienced players. The only other member of the squad not to make an appearance was the reserve goalkeeper (13.R.Turnbull). Only one of the squad went on to represent his country as a full international, Jay McEveley, for Scotland.
England are eliminated from the 2003 WYC at the first phase. Brazil are the eventual winners.

Just 24 hours after the first phase of the Under-20 World Cup came to an end, the annual Toulon Tournament kicked off with a change to its age criteria in that it had been reduced to under-20 players only, after previously being for under-21s. England were the holders and faced having to defend their title without their best players for that age group. They also could not use their best under-19 players as they were preparing for the UEFA Under-19 Championship finals in Georgia, five weeks later (a tournament that they would win). A solution was found with the Under-18s' manager, Neil Dewsnip selecting the best of the lower age groups to travel to France. Three-quarters of the squad were under nineteen years old and there were just three twenty-year-olds selected (Mitchell, Moore and Worrall), though all of their opponents fielded under-19 teams, with the exception of Scotland. Despite it being, effectively, a second-choice, or 'B', squad, it was spectacularly successful and culminated in both of the under-20 squads winning major trophies on consecutive days of the same weekend in an unforgettable year.
