The Vital Penalties
Most of the penalty kick misses did not essentially matter to England's overall score. However, sometimes it did...
Had Ernest Needham scored his penalty on 30 March 1901 against Scotland, it could have resulted in a victory, although the draw was enough for England to win the Home Championship for the first time in two years.
Had Needham scored against Wales on 3 March 1902, another victory could have resulted. The two points would have meant England shared the Championship, and it would have meant England would have scored in a 53rd consecutive match.
If Roy Goodall had scored from the spot on 28 November 1927, also against Wales, it could have meant England not being pointless all season in the Championship.
Wilf Mannion may have secured victory for England against Ireland on 5 November 1947, had he scored, but this had no bearing on the Home Championship. As could have Bobby Charlton, over Scotland on 9 April 1960, which would have been the difference between sharing and winning the Championship.
Trevor Francis, Australia on 19 June 1983, and Gary Lineker, over Brazil on 19 May 1992, could have meant friendly victories.
David Beckham could have secured a victory over Turkey on 11 October 2003, but had no bearing on their European qualification. It may have been a different tale had he scored his next miss, against France in Euro 2004. The kick would have sent England to a two-goal lead with just under twenty minutes to play. Instead, history had other ideas.
Harry Kane had a chance to send England through to the 2020 European Championship Final with his penalty kick, he missed, however, he followed up and sent England into the Final. Had he scored his next miss, also against France, but in the 2022 World Cup Finals quarter-final, it would have brought England level for a second time with five minutes left, and then who knows?....

The Nine Pre-War Penalty-Kicks Missed by England
 

- "If any player shall intentionally trip put on hold an opposing player, or deliberately handle the ball within twelve yards from his own goal-line, the referee shall, on appeal, award the opposing side a penalty kick, to be taken from any point twelve yards from the goal-line, under the following conditions:-All players, with the exception of the player taking the penalty kick and the opposing goal-keeper (who shall not advance more than six yards from the goal-line) shall stand at least six yards behind the ball. The ball shall be in play when the kick is taken, and a goal may be scored from the penalty kick." - 2 June 1891, Glasgow

Jimmy Crabtree appears to be the first England player to have missed his penalty-kick, "the goalkeeper saved. and just turned it round the post—a wonderful save", in the 46th minute of his seventh appearance. Although another report does say he "shot outside". The penalty kick was awarded after the debuting Irish goalkeeper, James Lewis 'rushed out and threw him down' or 'rushed at him with outstretched arms and toppled him over' as Gilbert Smith 'was about to shoot'.

30 March 1901, 2-2 vs. Scotland, The Sports Arena, Crystal Palace
28 year-old left-half Ernest Needham missed his twelfth minute penalty kick on his fifteenth appearance (after he had scored a penalty kick in his previous appearance), when he placed the ball directly at Harry Rennie, who had come off his line 'to the six-yard line' to make the save. The penalty came about after the referee, James Torrans, witnessed Barney Battles (some state Jock Drummond) illegally charging GO Smith within the twelve yard line.

3 1901-02
3 March 1902, 0-0 vs. Wales, The Racecourse, Wrexham
Ernest Needham, now 29, missed his second penalty kick on his sixteenth and final appearance, this time against Leigh Roose, who had come off his line to make the save at the conclusion of the first half. One report says that Sam Meredith had fouled Charlie Sagar within the twelve yard line, another report says that the same player had handled the ball. It also meant that England failed to score for the first time in 52 matches.

- "In the event of any intentional infringement of Law 10 by the defending side within the penalty area, the Referee shall award the opponents a penalty kick which shall be taken from the penalty kick mark under the following conditions ;—All players, with the exception of the player taking the penalty kick and the opponents' goal-keeper shall be outside the penalty area. The opponents' goal-keeper shall be within the goal area. The ball must be kicked forward. The ball shall be in play when the kick is taken, and a goal may be scored from a penalty kick ; but the ball shall not be again played by the kicker until it has been played by another player. If necessary, time of play shall be extended to admit of the penalty kick being taken. A free kick shall also be awarded to the opposite side if the ball is not kicked forward, or is played a second time by the player who takes the penalty kick, until it has been played by another player." - 16 June 1902, Scarborough

21 May 1921, 2-0 vs. Belgium, Stade DC Bruxelles, Bruxelles
Some textbooks name 28 year-old debutant George Harrison as the player who missed the twice taken penalty kick against Jan de Bie at an unknown time. However, no English reporters covered the match, and Dutch/Belgian reports only state the kick was taken twice, but not by whom. The name of Harrison came from a now dubious source.

8 December 1924, 4-0 vs. Belgium, The Hawthorns, West Bromwich
27 year-old inside-left Billy Walker had his early penalty kick (c.15th minute) saved by Jan de Bie, preventing his second England penalty-kick. The kick was awarded after the debuting Louis Baes 'fisted the ball out' following a Frank Roberts effort. Despite his miss, Walker went on to score twice more.

6 1927-28
28 November 1927, 1-2 vs. Wales, Turf Moor, Burnley
24 year-old right-back Roy Goodall missed his fiftieth minute penalty kick on his sixth appearance against Albert Gray after his kick went straight down the centre, allowing Gray to beat the ball up and subsequently clear. The kick was awarded for a Bennion 'handball.'

22 October 1928, 2-1 vs. Ireland, Goodison Park, Liverpool
21 year-old centre-forward
Bill Dean had his 21st minute penalty kick saved by Elisha Scott. Making his eleventh appearance, the penalty was awarded after Andy McCluggage handled the ball in the area from a Jimmy Ruffell cross. Dean would go on to score for his country for a seventeenth time.

Alf Strange had his second half penalty kick saved also by Elisha Scott. Strange was making his fourth appearance.

9 1934-35
14 November 1934, 3-2 vs. Italy, Arsenal Stadium, Highbury
26 year-old outside-left
Eric Brook, making his tenth appearance, had his first minute penalty kick saved by Carlo Ceresoli. The Italian goalkeeper had brought down Ted Drake to give away the penalty-kick. Brook would go on to score twice in the victory.

10 1 1946-47           

27 November 1946, 8-2 vs. Netherlands, Leeds Road, Huddersfield
26 year-old Captain George Hardwick hit his 43rd minute penalty kick straight at Piet Kraak. The pitch was heavy and slippy from the rainfall. His fourth appearance and yet to register a goal.


11 2 1947-48           

5 November 1947, 2-2 vs. Ireland, Goodison Park, Liverpool
29 year-old inside-left Wilf Mannion, making his eleventh appearance, hit his powerful seventieth minute penalty kick straight at goalkeeper Eddie Hinton, who pushed the ball over the crossbar to preserve Ireland's 1-0 lead. The penalty was awarded after Stanley Matthews was sent sprawling by captain Jackie Vernon. Mannion would get his eighth England goal fourteen minutes later.


12-14 3-5 1955-56           

30 November 1955, 4-1 vs. Spain, Empire Stadium, Wembley
33 year-old outside-right Tom Finney, making his 59th appearance and with 25 England goals already, had his timid sixth minute penalty kick saved by Carmelo Cedrún, who was three yards off his goalline, keeping the match scoreless and ending a run of seven penalty kicks scored. The penalty was awarded after Finney was chasing a John Atyeo ball, to be barged off the ball by Campanal. Finney would get his 26th goal in the second half.
(2) 9 May 1956, 4-2 vs. Brazil, Empire Stadium, Wembley
With the match poised at two goals each, 24 year-old inside-right John Atyeo's 62nd minute high blast was brilliantly punched over the bar by Gilmar, who guessed right in diving to his right. There was two minutes between the award for Zozimo's handball, and the actual kick, with the Brazilians pushing and shoving the referee and Alvaro refusing to hand over the ball. Atyeo was making his second appearance.
Bizarrely, yet another hand ball by Zozimo led to 26 year-old left-back Roger Byrne taking the 67th minute penalty kick with England leading 3-2. However, despite nineteen appearances, his poorly placed shot along the ground was saved by Gilmar.


15 6 1956-57           

28 November 1956, 3-0 vs. Yugoslavia, Empire Stadium, Wembley
27 year-old left-back Roger Byrne was now making his 25th appearance, but his 79th minute penalty kick was placed a foot inside the post allowing Vladimir Beara to dive and save. The penalty was awarded after the 35 year-old Branko Stanković scythed down the 41 year-old Stan Matthews. Not since 1928 have England missed four consecutive kicks.


16 7 1957-58           

7 May 1958, 2-1 vs. Portugal, Empire Stadium, Wembley
29 year-old left-back Jim Langley was now making his second appearance, but his late left-footed penalty kick hit Carlos Gomes' post, despite sending the keeper the wrong way. The penalty was awarded when Ângelo Martins brought down Tom Finney. It was the fifth successive penalty kick miss in an England international at Wembley.


17 8 1959-60           

9 April 1960, 1-1 vs. Scotland, Hampden Park, Glasgow
22 year-old Bobby Charlton had already scored a 49th minute equalizing penalty kick and was now given the chance to secure victory with his 75th minute penalty, but his kick went straight at goalkeeper Frank Haffey, but the referee ordered it retaken because of encroachment by Eric Caldow, but some reports also suggest that Frank Haffey had moved too soon. Either way, Charlton's second effort was even worse and it went inches wide of the left post. Charlton, making his fifteenth appearance, remains the only England player to take three penalty kicks in a single match.


18 9 1965-66           

26 June 1966, 3-0 vs. Finland, Olympiastadion, Helsinki
21 year-old (& 45 days) Alan Ball is the youngest player to miss a penalty kick when he had his fourteenth minute kick saved by goalkeeper Martti Halme, keeping the match scoreless. Ball was making his eighth appearance.


19 10 1968-69           

7 May 1969, 2-1 vs. Wales, Empire Stadium, Wembley
25 year-old Franny Lee had his 21st minute penalty kick strike Gary Sprake's crossbar denying England an equalising goal. The penalty was awarded after Peter Rodrigues handled on the goalline. Lee was making his fourth appearance and would get his third goal in the second half.


20 11 1969-70           

10 December 1969, 1-0 vs. Portugal, Empire Stadium, Wembley
Franny Lee's seventieth minute penalty kick went about three yards wide of the right hand post. The penalty was awarded after goalkeeper Rodrigues brought down Jeff Astle. Histrionic Portuguese protests put off the waiting Lee, who was making his ninth appearance.


21 12 1970-71           

12 May 1971, 5-0 vs. Malta, Empire Stadium, Wembley
24 year-old Allan Clarke had already scored a 46th minute penalty kick, but his sixtieth minute penalty kick was blasted wide of either Vincent Borg-Bonaci's or substitute Alfred Mizzi's goal. The penalty was awarded after a Maltese defender handled Alan Ball's volley on the line. Histrionic Portuguese protests put off the waiting Lee, who was making his ninth appearance.


22 13 1975-76           

3 September 1975, 2-1 vs. Switzerland, Sankt Jakub Stadium, Basel
24 year-old Kevin Keegan had already scored on his fifteenth appearance, four minutes prior to his penalty kick, so he had a chance to put his team two up. However, goalkeeper Erich Burgener had other ideas when he dove to his right to save Keegan's twelfth minute penalty. The penalty was awarded after a Burgener brought down David Johnson, who had been put clear by Colin Bell.


23 14 1982-83           

19 June 1983, 1-1 vs. Australia, Olympic Park, Melbourne
29 year-old Trevor Francis marked his fortieth appearance with a neatly taken 73rd minute penalty kick. However, referee Jack Johnstone had not blown his whistle and so ordered the kick to be retaken. Francis was not so diligent with this kick and blazed it over Terry Greedy's crossbar. The penalty was awarded after a John Kosmina had fouled Terry Butcher.


24 15 1984-85           

16 June 1985, 5-0 vs. United States, Memorial Coliseum, Los Angeles
27 year-old Glenn Hoddle had his fifteenth minute penalty kick saved by Arnie Mausser. The penalty was awarded after Kerry Dixon was fouled. It was Hoddle's 25th appearance.


25 16 1991-92           

17 May 1992, 1-1 vs. Brazil, Wembley Stadium, London
31 year-old Captain Gary Lineker weak eleventh minute penalty kick was too easily saved by Carlos Roberto. The penalty was awarded after the goalkeeper fouled Lineker. It was Lineker's 76th appearance and if he had scored, it could have been his 49th goal, equaling the current record set by Bobby Charlton.


26 17 1992-93           

17 February 1993, 6-0 vs. San Marino, Wembley Stadium, London
26 year-old David Platt was marking his first match as the new England captain with extraordinary achievements. His 88th minute penalty kick was saved by Pier Luigi Benedettini. Had he scored on his 36th appearance, it would have been his fifth of the evening, equalling the goalscoring feat of most goals in a match. The penalty was awarded after Tony Dorigo was brought down.


27 18 1996-97           

31 May 1997, 2-0 vs. Poland, Stadion Śląski, Chorzów
26 year-old Captain Alan Shearer had already scored his fifteenth goal in the opening minutes of his 33rd appearance. His 45th minute penalty kick struck Andrzej Wozniak's post. The kick was given when Shearer was taken down while preparing to shoot after controlling a cross to the far post from David Batty.


28 19 2003-04           

11 October 2003, 0-0 vs. Turkey, Şükrü Saracoğlu Stadyumu, İstanbul
28 year-old Captain David Beckham slipped and fell and ultimately skied his 36th minute penalty kick over Rüstü Reçber crossbar. The Turkish stadium's pitch lacked a proper drainage system and was notorious for its soft spots and unreliable footing. The kick was awarded after Tugay had brought down Steven Gerrard. Beckham was making his 64th appearance.

29 20 2004 European Championship Finals           
13 June 2004, 1-2 vs. France, Estádio do SL Benfica, Lisboa
29 year-old Captain David Beckham
had his 73rd minute placed penalty kick well-saved by Fabian Barthez, preventing England taking a 2-0 lead. The penalty was awarded after Mikaël Silvestre fouled Wayne Rooney. Beckham, making his 69th appearance, is the first player to miss twice since Franny Lee in 1969, and only the fourth player after Needham and Byrne.

30 & 31 21 & 22 2005-06           

30 May 2006, 3-1 vs. Hungary, Old Trafford, Manchester
27 year-old Frank Lampard was handed the penalty responsibilities following Beckham's misses. However, his 42nd minute penalty kick was saved to the right hand side of Gábor Király. The kick was awarded after Steven Gerrard had been fouled by Csaba Fehér. Lampard was making his 39th appearance.
3 June 2006, 6-0 vs. Jamaica, Old Trafford, Manchester
25 year-old forward Peter Crouch stepped up to complete his hattrick. However, his penalty kick after 82 minutes was hit over the crossbar. Michael Owen was brought down in the box by Daia Stephenson, following his weaving run. Making his seventh appearance, Crocuh did complete his hattrick, seven minutes later.

Four years to the day,

Frank Lampard missed his second penalty kick which was saved by Eiji Kawashima in the 56th minute. Keisuke Honda's handball led to England's penalty kick. Honda was in a wall defending a Lampard free-kick. Lampard was making his 78th appearance and could have been his twentieth England goal.


33 24 2015-16           

22 May 2016, 2-1 vs. Turkey, Etihad Stadium, Manchester
21 year-old
(& 299 days) Harry Kane becomes the youngest player since Alan Ball to miss a penalty kick when his 72nd minute effort struck Volcan Babacan's right post and went wide. The penalty was awarded when Mehmut Topal had brought down the sprinting Jamie Vardy as they both ran into the penalty area. If Kane had scored on his eleventh appearance, he would have scored England's record twelfth penalty kick in a row.


34 25 2019-20           

10 September 2019, 5-3 vs. Kosovo, St. Mary's Stadium, Southampton

Harry Kane becomes the sixth player to miss two penalty kicks when his 65th minute effort was saved by Arijanet Murić. The penalty was awarded when Ross Barkley had dribbled into the area and went down following contact with Amir Rrahmani. Yet again, if Kane had scored, this time on his 41st appearance, he would have scored England's record twelfth penalty kick in a row.


35 26 2020-21           

6 June 2021, 1-0 vs. Romania, Riverside Stadium, Middlesbrough
Thirty year-old substitute Jordan Henderson had his powerful right-footed 78th minute kick saved by Florin Niţă as he dived to his right. Awarded by the referee after Tiberiu Chiriches bundled Dominic Calvert-Lewin over as he received a longpass from Henderson himself. Henderson was making his 59th appearance and had just taken the armband, could have been the first England substitute to score from the spot.

36 27 2020 European Championship Finals           
7 July 2021, 2-1 vs. Denmark, National Stadium, Wembley
27 year-old Captain Harry Kane
had his 104th minute right-footed less than powerful penalty kick saved by Kasper Schmiechel. The penalty was awarded after Raheem Sterling ran into the area via the goalline to be bundled over by Joakim Mæhle. It means that Kane, on his sixtieth appearance, becomes the first player to miss three England penalty-kicks. He did, however, follow up his miss with the goal that sent England through to the 202 European Championship Final.

9 October 2021, 5-0 vs. Andorra, Estadi Nacional, Andorra la Vella
26 year-old James Ward-Prowse had his right-footed 79th minute penalty kick saved by Josep Gomes as he dived to his left. Awarded after Jack Grealish was fouled running into the area by Chus Rúbio. Ward-Prowse was making his ninth appearance and he made up for his error by scoring from the rebound.

Harry Kane's penalty in the 84th minute was blazed high above Hugo Lloris' crossbar, in what could have been a second equalising penalty kick for England in this match. It was awarded after Mason Mount, running onto a Jude Bellingham through ball was barged over from an elbow in the back by Théo Hernandez. Kane's 21st penalty kick for England is his record-extending fourth miss on his eightieth appearance.
